Merchant suddenly feels a strong force in the space-time continuum pushing him around, holding him hostage, and dropping him in the middle of a proverbial forest of forever-running-onward.
So basically, Merchant feels like he always does. He feels for Ball's ball, and is slightly relieved to find it still attached Arceus-knows-where on his person.
"A... transaction?" Hiraku's voice has tones of interest and concern. "Forgive me, I do not understand."

He makes a mental sigh of relief (not that he would ever make a physical one). He still had Koffing's ball, so with luck Koffing will still be in it. "Such a gift is valuable...and dangerous. Merchant is very careful of who he would offer such trades with."

Merchant doubted Koffing would be well-received in a public space.

Merchant would be grinning, if anyone could see his face. And if he could grin. He palms the ball underneath his robes. Everything should still be in place....

Trying to keep the ball hidden, he clicks the button at the same time he extends it from his jacket, causing a *massive* flash of light.

The room fills with a sickly, smokey scent as a round purple pokemon materializes between Merchant and the...merchant. Narrow eyes appear through the smoke, and as it clears any sense of suspense or wonder is completely ruined by a ridiculously stupid grin on the Koffings face.

"Agh!" Hiraku is startled by the unexpected flash, and covers his eyes for a moment to recover. When he opens them back up, he's clearly dumbfounded.
"This is... this is a spirit?" He gets closer to Koffing, investigating its weird features. "...it is not like the ones that have visited us before. But you command this spirit? It obeys you?"
While Hiraku checks out the Koffing, Merchant notices a rolled-up piece of paper stuck in one of its back... holes.

This was simply the one Merchant took with him."
The Koffing rotates upside down, giving another goofy look to Hiraku and burping up a noxious gas in his face. Merchant quickly snatches up the piece of paper as it falls out, quickly inspecting it.
"Ball, behave. Merchant trusts that he has given his evidence. Also, Merchant would not advise breathing any of that in."
The Koffing reluctantly bobs back over to Merchant. Spoilsport.

Merchant is able to quickly read the contents of the note before Hiraku can recover from the gas Ball burps on him.
"Agh... well... it is not the kind we are used to, but I must concede that you were not lying." He flaps his hand in front of his face, clearing the smoky air in front of him. "And you can teach this power? You would teach it to our noblemen? What would you seek in return?"

Merchant pauses. Stan? Stan was the name of one of the people in his more recent files memories. Peculiar.
"Merchant is willing to teach this to the woman only. Very few are worthy of this power. In return, Merchant would seek audience with the local spirits as well. Merchant wishes to make a pact with one of them as well."
He speaks distracted as he searches his person for something to write with before finding a pen. Odd, generally he didn't bring odds and ends from the wrong time besides pokeballs. Not that he's done this before of course.
Nonetheless he begins to make scribble on the page as he talks to Hiraku.
"Greetings Stan. Why have you inserted a letter into Merchant's Koffing?"
He folds the page up, putting it into his pocket. How bizarre. This Stan must be quite poor to only have one piece of paper. But Merchant admired thrift at least. If Stan wished him to mail back on the letter he sent, it would save him the relative price of a page!
...though Merchant wasn't sure where to send the letter to.

"Your powers must be astounding!" Hiraku is in awe, even if the spirit Merchant summoned isn't quite what he expected; the gift alone must be unheard of here. "I will do whatever I can to assist you in this quest!"
As Hiraku continues to wonder over the Koffing making his breathing hard, Merchant feels a scribbling feeling in his pocket. The page in his pocket appears to be in the process of being written on?

Merchant has found both Hiraku and Ju Mei. Merchant will attempt to get them to copulate.
He had plenty of practice getting pokemon to produce eggs for him. How much harder could humans be?
Merchant tosses the cartographer the blue ink pen he was writing with.
"A gift as collateral. Or to give as a present to Ju Mei to convince her to meet you in the cover of night. Merchant will let you handle it from here. Merchant is sure Ju Mei will be most impressed by the summoner you have 'found'."
Subtlety is much easier when attempting to sell things. So Merchant will merely have to sell this 'Hiraku' fellow to Ju Mei.

"A metal pencil?" Hiraku pulls out a piece of blank papers and writes... his expression says it all.
"You... you are most generous! I will do what I can! Please meet me back here when the sun sets!"
With nary another word, Hiraku jets out of the building to apparently try some diplo-mancy. As he turns the door, a yellowed paper roll falls out of his backpack onto the ground, which he neglects to notice before he's gone.

Merchant waits until the man leaves before picking up and investigating the yellow paper. He sits in the abandoned house, reading whatever it is, waiting for dark.
If anything, Merchant was patient. Sometimes. When there wasn't a good place to make cash.

Merchant barely gets past one stanza before the bile rises in his throat. He can't even finish the next one, and he gives up before subjecting himself to more of this 'feelings' crap.
Fortunately for him, the first stanza mentioned 'Ju Mei'... more than once.

Merchant tosses down the poetry. This couldn't be sold as anything other than a torture device. This was worse than watching Trubbish breed.
Merchant desperately hopes that this...'poet' doesn't attempt to give any written gifts to Ju Mei. Reluctantly he picks up the paper, putting it into one of his many pockets. At least now he has an in-universe reason to know Hiraku was interested in the girl.
With no money or services to sell, merchant wanders into the town looking for something to do or some way to make some cash.
